There is a 1 year contract opportunity for a Level 3- Quality Assurance Specialist in Ottawa.
Work can be done remotely or from client’s location in Ottawa.

Must haves:
• Security clearance is mandatory
• 10+ cumulative years of experience as a Quality Assurance Specialist/Analyst
• Must have experience working with Government of Canada
• Lead role experience with Planning, directing and controlling the activities of a team of software testers; Managing integration testing; Quality planning and Quality management

Job Title: Quality Assurance Specialist / Analyst – level 3

Work Location: Ottawa

Contract Duration: 1 year

Estimated Start Date: August 2020, 3rd week
Hours per day: 7.5 hours per day

Extension: Strong Probability after the initial mandate

Security clearance required

Mandatory Technical Evaluation Criteria

M1
Experience as Quality Assurance Specialist/Analyst
The consultant must clearly demonstrate, using detailed project descriptions, that the proposed resource has 10+ cumulative years of experience as a Quality Assurance Specialist/Analyst

M2
The consultant must provide two (2) Client Project references which substantiate that the proposed resource has extensive experience as a Team Leader for a Software testing team:
The Client Project references:
1. Must be from two (2) different projects;
2. Must be for a Team Leader for a software testing team or a lead tester;
3. Must be from a project with the Government of Canada; and
4. Must have been completed in the past (5) years.

M3
Education
The proposed resource must have completed an advanced training program in computer science or information technology from a recognized post-secondary education program.

M4
Lead Role Experience
The consultant must clearly demonstrate, using five (5) detailed project descriptions, that the proposed resource has experience in the criterion elements (i.-iv.) as follow:
1. Planning, directing and controlling the activities of a team of software testers;
2. Managing integration testing;
3. Quality planning; and
4. Quality management.

RATED TECHNICAL EVALUATION CRITERIA
R1
The consultant should clearly demonstrate, using project descriptions (Max 4), the proposed resource experience with the following:
1. Creating test strategies
2. Writing test plans
3. Creating test schedules
4. Writing test reports
5. Monitoring applications/systems product quality

R2
The consultant should clearly demonstrate, using project descriptions (Max 4), the proposed resource experience with the following:
i. Establishment of a project quality assurance process and procedures that were accepted and used
1. Establishment of a defect management process for a project that was accepted and used
2. Coordination of test activities with business group’s user acceptance test (UAT) team

R3
The consultant should clearly demonstrate, using project descriptions (Max 4), the proposed resource experience with the following:
1. Building and managing test teams
2. Mentoring testers
iii. Directly involved in project planning and scheduling
iv. Directly involved in project risk management

R4
The consultant should clearly demonstrate, using project descriptions (Max 6), the proposed resource experience with the following:
1. Analysis of test data requirements
2. Experience using Toad or Oracle’s SQL Developer

R5
The consultant should demonstrate, using project descriptions (max 4), that the proposed resource has experience working as part of a multi-disciplinary application development team, using an iterative software development methodology, with all planned product iterations released, to either User Acceptance Testing, or to Production.
Definition Multi-disciplinary project team: A multi- disciplinary project team is defined as a team consisting of at least four (4) sub-teams, e.g. .NET Development, Oracle Development, Business Analysts, Business Subject Matter Experts (SME), Testers, etc. All sub-teams must fall under the umbrella project that is provided to demonstrate this criterion.

R6
The consultant should clearly demonstrate, using project descriptions, the proposed resource recent experience with the following:

Leading organization wide coding standard/guideline creation, maintenance and audit Managing organization wide test environment planning, management and usage Developing test strategy and management plan on organization wide integration testing Setting up organization wide bug tracking standard and bug tracking tool
