TITLE: ENTERPRISE ARCHITECT – LEVEL 3

“Initial Contract Period”, which begins on the date the Contract is awarded and ends March 31st, 2021
M1. A minimum of ten (10) years (in the last 15 years) work experience performing tasks similar to those specified in the attached Statement of Work (SoW).
M2. A minimum of a three year college diploma (computer science or other IT related field);
a university degree at the Bachelor level in Information Technology (computer science or engineering) or other IT related field;
A university degree or diploma in any field with 25 years’ experience in IT.
M3. Must hold a Security Clearance at the level-SECRET (file number and expiry date must be provided.)
M4. Must be bilingual (fluent in both French and English).
R1. The resource should demonstrate experience in the last five (5) years in which they have been responsible for:
a) Mentoring technical teams on Enterprise level Architecture best practices and tools;
b) Participating in formal Architecture Review Boards related to Enterprise wide initiatives.
NOTE: the same project may be used for both as long as it is clear that both a) and b) have been undertaken by the resource
R2. The resource should demonstrate experience in the last ten(10) years establishing Enterprise Architecture programs including: (Projects must be a minimum of 1 year in length.)
1. a) Identification and definition of work products, and
2. b) Definition of governance processes
R3. The proposed resource should clearly demonstrate experience in the last 10 years developing architectures for business functions (programs) based on the concept of a Centre of Expertise or Centre of Excellence. (Projects must be a minimum of 1 year in length.)
R4. The proposed resource should clearly demonstrate experience with the federal government.
R5. The proposed resource should clearly demonstrate experience leading the evaluation of an enterprise’s Business or Technical architectures to determine consistency and mapping to the organization’s business, information and technology strategic plan priorities.
R6. The proposed resource should hold a current and valid certification for:
TOGAF – The Open Group Architecture Framework

R7. The proposed resource should clearly demonstrate at least three (3) years of experience in the last five (5) years as an Enterprise Architect in which they were responsible for performing Options Analysis* and responsible for recommending an IT Solution. At least one (1) of the three (3) years must relate to work completed for an organization with multiple applications working together to accommodate an end user base spanning more than 20 separate organizations / departments.
* For the purposes of the criterion, Options Analysis is defined as similar in scope of analyzing business requirements, recommending a conceptual architecture, breaking architecture into solution components, researching for components that fit the requirement and recommending an IT Solution.
R8. The proposed resource should demonstrate a minimum of three (3) years of experience in the last five (5) years in which they were responsible as the Architect using a framework i.e. a detailed method and a set of support tools for developing enterprise architecture. The framework must include architecture principals based on the Open Group Architecture Framework (TOGAF) or similar.
R9. The proposed resource should clearly demonstrate a minimum of four (4) consecutive months experience per project within the last four (4) years, preparing briefings for, and making presentations to team leads/managers, equivalent to the Canadian Government EX1 level and above.
R10. The proposed resource should clearly demonstrate the proposed resource recent (within last 5 years) minimum of 4 months project experience direct working knowledge of standards, policies and guidelines and the principles of Enterprise Architecture.
A minimum of 4 consecutive months experience per project is required in any given area claimed for the experience to be considered valid.
R11. The proposed resource should clearly demonstrate experience (within last 5 years) as an Enterprise Architect for which they were responsible as the architect for an IT Solution that is integrated with the Government of Canada Secret Infrastructure (GCSI) network.
R12. The proposed resource should demonstrate experience in the last ten (10) years as an Enterprise Architect for which they were responsible as the architect for an IT Solution using the following COTS:
a) OpenText Content Server (GCdocs)
b) MS Dynamics
c) MS SharePoint
