Must Haves:
• Minimum of 3 years of applicable work experience, with strong preference given to candidates with experience in privacy specific to the Ontario healthcare sector, as well as data governance, legal, or risk management;
• Experience in policy and procedure development;
• Experience in working with shared data repositories;
• Knowledge of the Personal Health Information Protection Act and understanding of the application of regulatory orders (i.e.from the Ontario Information and Privacy Commissioner);

Job Title: Digital Health Privacy Specialist Candidate

Location: Onsite,Hamilton, ON

Period: 6 Months (with an option in favour of HHSC to extend the agreement on the same terms and conditions for an additional (4) terms of up to six (6) months each).

Start Date: December – 2022

Working Hrs.: 7.50 Hrs./ Day (5 Days / week)

Role description:
As part of the HHS privacy team, this role, the Digital Health Privacy Specialist, will work in the Health Information Technology Services (HITS) eHealth Office at HHS and provide guidance and support on privacy matters in the digital healthcare field. The Privacy Office ensures HHS is in compliance with Ontario’s Personal Health Information Protection Act through the privacy management program comprised of policies, processes and protocols based on current legislative and regulatory requirements.

The Digital Health Privacy Specialist will assist the HHS Privacy Manager and eHealth Program Manager with the development, coordination and administration of the HHS privacy program with specific focus on ClinicalConnect and ConnectMyHealth as well as other regional digital health assets operated or supported by HHS and the HITS eHealth Office. Such activities may include:

i. development and amendment of policies, protocols, procedures and guidelines related to privacy matters
ii. conducting and managing audit and privacy compliance reports, including privacy impact assessments
iii. reviewing Data Sharing Agreements, or other relevant contracts, standards and documentation including Privacy Impact Assessments, and provide guidance on any gaps and recommendations to improve the privacy of the information or ensure processes are in compliance with PHIPA and current privacy practices
iv. managing investigations and day-to-day related privacy operations/processes and resources
v. managing processes and activities to address complaints, requests to correct records, requests for consent directives and requests for information
vi. working through incidents or matters related to the information contained in shared repositories and the complexity of dealing with stakeholders and users from both internal and external health information custodians, as well as patients
vii. updating and maintaining relevant internal and external communication materials and tools for various working groups/forums and stakeholders that participate, or wish to participate, in various digital health programs, including supporting the development and delivery of privacy education training and orientation programs and awareness campaigns.
viii. engaging with relevant stakeholders and privacy resources at other healthcare organizations in southwestern Ontario as well as Ontario Health when appropriate
ix. representing the Privacy Office on internal and external committees as required

Skill & Experience:
• Minimum of 3 years of applicable work experience, with strong preference given to candidates with experience in privacy specific to the Ontario healthcare sector, as well as data governance, legal, or risk management;
• Experience in policy and procedure development;
• Experience in working with shared data repositories;
• Demonstrated problem solving skills as well as ability to work independently and as a team member;
• Exceptional written and verbal communication skills and detail oriented;
• Knowledge of the Personal Health Information Protection Act and understanding of the application of regulatory orders (i.e.from the Ontario Information and Privacy Commissioner);
• Excellent presentation, technical writing and training skills; High level of integrity and trust.

• Provide an explanation on how the candidate will be able to successfully provide HHS the required services and be an optimal fit based on the role description outlined in Annex 1 and following desired attributes.
• Familiar with Information & Data Architecture: good knowledge of and experience working with the electronic health record and related privacy and security domains including understanding of the Clinical Document Architecture and industry trends in managing and sharing health information.
• Understanding of both provincial and industry standards and models, ensuring that proposed and existing systems architectures are aligned with Provincial legislation, regulations and standards as applicable.
