There are 3 new positions, 1 year contract each, for a Cognos Resource, in Gatineau, Quebec.

1. System Administrator (Cognos)  – Level 3
2. Technical Architect (Cognos) – Level 3
3. Programmer/Software Developer (Cognos) – Level 3

 

Must haves:

• Reliability Status Security clearance is mandatory
• 10+ cumulative years of experience working for the respective role stated above
• Any of the following professional designations or certifications in last 10 years

1. IBM Certified Solution Expert
2. IBM Certified Administrator
3. IBMCertifiedDesigner

Location – The majority of the Work will be completed from the premises of ECHQ at 30 Victoria Street in Gatineau, Quebec.

 

Working hours – 7.5 Hrs. / Day

System Administrator (Cognos)  – Level 3

 

Mandatory Technical Evaluation Criteria

M1. The proposed resource has 10+ cumulative years of experience working as a System Administrator.

 

M2. The proposed resource must have held at least one of the following professional designations or certifications within ten years of the RFP closing date:

1. IBM Certified Administrator
2. IBM Certified Designer

 

 

Rated Technical Evaluation Criteria

R1. Experience upgrading a Cognos platform to version 11.x  – The resource should clearly demonstrate, using project descriptions (Max 3), the experience in upgrading Cognos to version 11.x

 

R2. Experience integrating Cognos with third party COTS administration tools –

The resource should clearly demonstrate, using project descriptions (Max 3), the  experience in integrating the following Cognos with third party COTS administration tools such as MetaManager and using the tool to administer the Cognos platform.

 

R3. Experience Administering Cognos with a third party mapping solution –  The resource should clearly demonstrate, using project descriptions (Max 2 projects), the experience in administering and implementing configurations on Cognos with the a third party mapping solution such as Integeo Map Intelligence for Cognos.

 

R4. Additional Professional qualifications – Additional points will be awarded if the resource clearly demonstrates, that he has achieved both certification identified in M2:

1. IBM Certified Designer
2. IBM Certified Administrator

 

 

Technical Architect (Cognos) – Level 3

 

Mandatory Technical Evaluation Criteria

M1. The proposed resource has 10+ cumulative years of experience working as a Technical Architect.

M2. The proposed resource must have held at least two of the following professional designations or certifications within ten years of the RFP closing date:

1. IBM Certified Solution Expert
2. IBM Certified Administrator
3.  IBMCertifiedDesigner

 

 

Rated Technical Evaluation Criteria

R1.  Experience architecting a Cognos Solution with Integration – The  resource should clearly demonstrate, using project descriptions (Max 3), the experience in architecting a Cognos version 11.x based solution that includes at least two non-Cognos technologies.

 

R2. Experience upgrading Cognos with Integrations – The resource should clearly demonstrate, using project descriptions (max 2), the experience in upgrading a Cognos platform to version 11.x. and determining reports and dashboards design impact of the upgrade as well as impacts on the non-Cognos technologies that Cognos is integrated with.

 

R3. Experience implementing integration of Cognos with a third party mapping solution

The resource should clearly demonstrate, using project descriptions (Max 2), the experience implementing integration of Cognos with a third party mapping solution such as Integeo Map Intelligence for Cognos or ESRI.

 

 

Programmer/Software Developer (Cognos) – Level 3

 

Mandatory Technical Evaluation Criteria

M1. The proposed resource has 10+ cumulative years of experience working as a Programmer/Software Developer Level 3 developing with Cognos Analytics.

M2. The proposed resource must have held at least one of the following professional designations or certifications within ten years of the RFP closing date:

1. IBM Certified Designer
2. IBM Certified Developer

 

 

Rated Technical Evaluation Criteria

R1. Experience developing Cognos Dashboards- The resource should clearly demonstrate, using project descriptions (Max 3), the experience in developing the following report types utilizing the Cognos platform version 11.x:

1. Dashboards with KPIs
2. Dashboards with a mapping (geographical map) component displaying data on the map sourced from a data warehouse

iii. Dashboards with a drill down report

1. Dashboards that require custom enhancements to the out-of-box offering such as custom controls

 

R2. Experience in design and development of metadata models

The resource should clearly demonstrate, using project descriptions (Max 4), the  experience in designing and developing metadata models in framework manager.

Experience must include:

• Multi-lingual language support; and
• Data modules.

 

R3. Experience in design and development of reports – The resource should clearly demonstrate, using project descriptions (Max 3), the experience in designing and developing reports:

Project description experience should include:

1. Canned / Ad-hoc reports;
2. Parameterized reports;
3. Active reports;
4. Report customizations to fit client needs.

 

R4. Additional Professional qualifications

Additional points will be awarded if the resource clearly demonstrates, that the proposed resource has achieved both of the following certification (identified in M2):

1. IBM Certified Designer
2. IBM Certified Developer
